Meet founder and real estate appraiser Rick LoBianco

Rick LoBianco, the founder of Commercial Industrial Appraisal Services, LLC, graduated from Penn State University in 1971 with a bachelor's degree in Social Science. Rick started his real estate valuation career, shortly after graduation from college, with the York County Tax Assessor’s office.

He spent 13 years with the tax assessor’s office, the last five of which he served as the commercial and industrial department's supervisor. After leaving the assessor’s office in 1985, Rick appraised commercial and industrial properties with other appraisal firms for seven years before founding Commercial Industrial Appraisal Services, LLC in 1992.

In addition to being a Pennsylvania State Certified general real estate appraiser, Rick is also a licensed Pennsylvania real estate broker. As part of his appraisal practice, Rick has provided testimony before the York County Pleas Court and the York, Adams, Lancaster, and Berks County Boards of Assessment Appeals.

Kristi C. Smith

Kristi C. Smith has been a generally-certified appraiser in the State of Pennsylvania since 1992.

She began her real estate career after graduating from the University of Delaware and securing a position traveling across the country as a pre-acquisition apartment analyst for Consolidated Capital in Atlanta, Georgia.

After settling in Pennsylvania, Kristi has been appraising commercial and industrial properties for the past 22 years for a diverse client base.

Gerald H. Austin, Jr.

Gerald H. Austin, Jr. (Jerry) moved to South Central Pennsylvania in 1972 and began a career in real estate in 1980. After working in residential brokerage for approximately eight years and commercial brokerage for an additional eight years, Jerry transitioned to commercial and industrial real estate appraisal in 1997.

He has provided appraisal services, covering a wide array of property types for business organizations, municipalities, school districts, and healthcare providers, in addition to banks and other lenders.

Jerry has provided expert testimony before the Adams, York, Lancaster, and Carbon County Boards of Assessment Appeals, the Pennsylvania Court of Common Pleas, and the U.S. Federal Bankruptcy Court.
